Who Can Legally Remove Solar Panels?

Handling the modules is one thing; disconnecting and reconnecting an energised DC system is another. The second part is licensed electrical work, and that is what determines who may legally do this job.

The classifications involved

Solar photovoltaic work in California sits with contractors holding the appropriate classification — commonly C-46 Solar or C-10 Electrical, and in defined circumstances a General Building contractor. The Contractors State License Board publishes what each classification covers.

Cutting Edge General Contracting holds CSLB #1007180, a General Building licence. We hold the prime contract and the electrical disconnection and reconnection is performed by an appropriately licensed solar or electrical contractor under subcontract, as Business and Professions Code §7057(b) provides for a General Building contractor whose project involves more than two unrelated trades.

What to verify before you hire anyone

  • The licence number at cslb.ca.gov, and that the classification covers the work being sold — not merely that a licence exists
  • Current workers' compensation, because this is roof work on an energised system
  • Who specifically performs the electrical portion, and under what licence
  • Whether a permit is being pulled for the reinstallation, and in whose name
  • General liability limits, given the value of the array being handled

Why the handyman quote is cheaper

Because it excludes the licence, the insurance, the permit and the liability for a six-figure-warranty array and a brand-new roof. Those are the parts you are actually buying.

If an unlicensed person damages your modules or your roof, your recourse is effectively whatever they choose to offer you.

Deposits are capped

On a California home improvement contract the down payment may not exceed $1,000 or 10% of the contract price, whichever is less — Business and Professions Code §7159.5. That applies here as it does to any contractor in the state.

Common questions

Can a roofer remove my solar panels?

Not the electrical portion, unless they also hold the appropriate electrical or solar classification or subcontract it to someone who does. Verify the classification at cslb.ca.gov and ask specifically who performs the disconnection and reconnection.

Do I need a permit to remove and reinstall solar panels?

Requirements vary by jurisdiction, and the reinstallation is frequently the permitted event rather than the removal. Your permit authority is the City of Sacramento or Sacramento County depending on location — we confirm it for your address rather than assuming.
